f) Prospect of further residential development at Orchard View Farm We do not believe
that the applicant would be content with planning permission for three houses. In the case of
139 North Cray Road, permission was given for two – which was then followed by an
application for four, then for six houses. The land at Orchard View Farm is large enough for
more than three and so we not believe that the applicant would remain content with this
number as her aim is clearly to capitalise on her holding as much as possible.
g) 'Red herrings' We see several of these in the case being made by the applicant's agent in
his Planning, Design & Access Statement: cost of alternative options (para 2.5); contribution
towards London and Bexley's housing supply (para 3 and 4.1) and, of course, the 'threat'
implied in paras 4.8 and 4.9. The alleged noise nuisance from barking dogs is greatly
exaggerated! And we strongly disagree with the assertion in his closing para 5.2 that “The
proposal would not be out of character or at odds with the area”.
3. The agent argues in para 4.3 of his Planning. Design & Access Statement that the
application site is previously developed land (“brownfield” land). However, it is within
Green Belt and Heritage Land and we see what is proposed as an inappropriate development,
one with no very special circumstances.
NB A government press release of 28 October 2014 on brownfield sites and their
prioritisation for housing stated very clearly that when planning for new buildings “protecting
our precious green belt is paramount...and that councils should consider how they will protect
and preserve important sites in their area, especially green belt sites”.
